Beachers for Responsible Development
A grassroots group of Toronto Beach residents who are concerned about the 419-425 Woodbine Development (Kingston Road & Woodbine Avenue) due to the a new proposal by the developer, Artlife, to construct a 10 story plus one building with a 2 level underground parking garage. While the height is concerning, digging two levels on contaminated group poses environmental concerns.

Defer Vote for 419-425 Woodbine Development
Artlife's revised 419-425 Woodbine Development proposal for 10+1 stories and 2 level underground garage was not approved at the April 2026 council meetings. The vote was deferred until June 24-26, 2026. The city deferred their decision because Beachers came together as a community to object to this development and to voice our environmental concerns.
The fight isn't over! We need to unite again!
Email Mayor Olivia Chow, Brad Bradford and every other member of the Toronto City Council by June 20th to ask them to defer their vote for the 419-429 Woodbine Development at the June 2026 council sessions until the next vote in October 2026.

Key issues
Environmental impact
Since this site had previously housed a gas station and a vehicle repair garage, it is common knowledge that the ground that this development will be build upon is contaminated. Some of the many contaminants identified in a 2022-2023 environmental site assessment include Benzo(a)pyrene, n-Haxane, Petroleum hydrocarbons, Lead and Benzene. The Beach community must be able to review any new environmental and risk assessments to ensure that Artlife will properly remediate this land.
Community input and transparency
We recently learned through an independent peer review (funded by residents) that Artlife released new environmental and risk assessments that we, the Beach Community and residents adjacent to the site, are not allowed to access. We were forced to complete a freedom of information request to the Ontario Ministry of the Environment. What are they hiding?
This information needs to be disclosed to every Beacher so we know the possible environmental impacts and know exactly how Artlife proposes to remediate the site. This lack of transparency concerns us considering the significant contaminants that are currently in the soil at 419-425 Woodbine.
Traffic and congestion
The intense traffic at Kingston Road and Woodbine Avenue makes this intersection a dangerous one. Increasing the traffic at this intersection will cause more vehicle and pedestrian accidents. As Beach residents, we need to know that Artlife understands the impact of increased traffic in this location and what it will do to our existing infrastructure.
Building height and density
In 2025, Artlife sought to change their original development plan of two-three stories with one level of underground parking to 10 stories plus one with 2 levels of underground parking. We know that this property will eventually developed but we're advocating for appropriate building heights and densities that complement our neighbourhood.
